Turning Promises into Progress: Lessons from Campinas’s Climate Action Plan

Campinas, Brazil, has implemented a Local Climate Action Plan (PLAC) aiming for net-zero emissions by 2050 through an integrated, people-centered approach. The city utilizes a detailed roadmap of 130 short-term activities to ensure feasibility by 2032 and has established a Municipal Committee for Coping with Climate Change Impacts to bridge the gap between planning and execution. • The city established the Municipal Committee for Coping with Climate Change Impacts (Climate Committee) via decree before the PLAC was completed to prevent a governance gap. The committee includes a deliberative Management Group, a consultative Technical Group, participative Thematic Chambers, and a Climate Emergency Group linked to Municipal Civil Defense.
• Specific targets include expanding 150 km of cycling infrastructure by 2030, which includes adding shaded areas and drinkable water stops. To achieve this, the city set short-term goals such as establishing infrastructure guidelines in 2024, holding dialogue sessions by June 2025, and securing budget resources by December 2025.
