Inside Stories on Climate Compatible Development: Bangladesh

A case study on Bangladesh's vulnerability to natural hazards and the implementation of its Comprehensive Disaster Management Programme (CDMP).

• Bangladesh faces numerous natural hazards, including tropical cyclones, tornadoes, tsunamis, drought, earthquakes, riverbank erosion, landslides, salinity intrusion, and arsenic contamination, affecting approximately 10 million citizens annually. These impacts are worsened by the fact that nearly one third of the population lives below the poverty line, limiting their adaptive capacity, while climate change is expected to increase the frequency and severity of these events.
• The Comprehensive Disaster Management Programme (CDMP) is described as one of the most ambitious programs of its type in a developing country. Its operations were expanded through collaborative networks, and implementation challenges were addressed with support from government leaders.
• Implementation of the CDMP faced obstacles such as political unrest, natural disasters, and the turnover of high-level officials. Additionally, the process of institutionalizing climate change adaptation and disaster risk reduction outside the Ministry of Food and Disaster Management has been slow and challenging.
