Inside Stories on Climate Compatible Development: Bangladesh

Bangladesh faces frequent natural hazards that affect approximately 10 million citizens annually, a situation worsened by high poverty levels and projected climate change impacts. The Comprehensive Disaster Management Programme (CDMP) represents an ambitious effort to address these risks, supported by collaborative networks and government leadership. However, the programme has faced obstacles including political unrest, official turnover, and difficulties in institutionalising disaster risk reduction across government ministries.

• Bangladesh is highly vulnerable to a wide array of natural hazards, including cyclones, tsunamis, and salinity intrusion, with roughly 10 million people affected annually. This vulnerability is increased by climate change and the fact that nearly one third of the population lives in poverty, limiting their adaptive capacity.
• The Comprehensive Disaster Management Programme (CDMP) is described as one of the most ambitious programmes of its type in a developing nation, benefiting from government leadership and collaborative networks to expand its reach.
• Implementation of the CDMP has been hindered by political unrest, the turnover of high-level officials, and natural disasters. Additionally, expanding disaster risk reduction and climate adaptation beyond the Ministry of Food and Disaster Management has been a slow and difficult process.
