Visioning to Implementation: National Transport Decarbonization Policies That Match Climate Targets in China, India, and Vietnam

This report evaluates how China, India, and Vietnam translate their Nationally Determined Contributions (NDCs) into national transport strategies and policies, emphasizing the need for better coordination across governance levels and policy areas to achieve decarbonization.

• Transport emissions in Asia have increased at an annual rate of 3.9 percent, which is double the global average of 1.9 percent. Transport overall accounts for 15% of global emissions.
• While China, India, and Vietnam have established economy-wide net zero emissions goals and referenced them in their NDCs, the level of detail in how these ambitions are reflected in national strategies varies.
• Significant barriers to transport decarbonization include the lack of regulatory frameworks, financing, and technical expertise for new technologies, particularly regarding the electrification of heavy-duty vehicles.
• A lack of coordination between the energy and transport sectors hinders progress. In China, collaboration is specifically difficult because government agencies and business groups across transport, land-use, and energy industries often represent different interests.
• The transition to decarbonized transport requires both public and private investment due to the high costs involved, and there is a growing policy focus on freight transport within NDCs and long-term strategies.
