Trade-related climate priorities for CARICOM at the World Trade Organization

This policy brief examines the intersection of climate change and trade for the Caribbean Community (CARICOM) within the framework of the World Trade Organization (WTO). It argues that a new "sustainability agenda" at the WTO offers opportunities for CARICOM to advance its trade-related climate interests, particularly as the region faces severe vulnerability to rising temperatures and declining global trade competitiveness.

• CARICOM member states face a dual crisis of extreme climate vulnerability and diminishing trade standing, characterized by a small share of global trade and reduced competitiveness in global value chains.
• The author proposes that CARICOM utilize the emerging "sustainability agenda" at the WTO to formulate and promote trade-related climate priorities in multilateral, bilateral, and regional negotiations.
• Current international dialogues on trade and climate change are largely driven by advanced economies, necessitating a bottom-up approach to integrate the perspectives and priorities of developing countries.
