Trade and climate change mitigation and adaptation in Latin America: A framework for international cooperation

This policy brief examines the relationship between international trade cooperation and climate mitigation and adaptation efforts in Latin America. It highlights the region's historically low emissions intensity and its commitment to the Paris Agreement. The work focuses on five priority areas—agriculture and livestock, mining, electromobility, circular economy, and technological innovation—aiming to provide a bottom-up developing country perspective to balance the influence of advanced economies in multilateral trade and climate discussions.

• Latin American countries have a history of relatively low emissions intensity and small contributions to global greenhouse gas emissions. Every country in the region has ratified the Paris Agreement and submitted initial nationally determined contributions (NDCs), with the majority subsequently updating these to include more ambitious commitments.
• The policy paper focuses on the intersection of trade and climate mitigation and adaptation within five specific priority sectors: mining, electromobility, circular economy, innovation in new technologies and processes, and agriculture and livestock.
• The document seeks to foster a more inclusive international dialogue on trade and climate change by identifying bottom-up perspectives and priorities from developing countries, as current discussions at the WTO and other international forums are primarily driven by the policies and proposals of advanced economies.
