Bilateral Finance Institutions & Climate Change

This 2011 report by the Stockholm Environment Institute, on behalf of the UNEP Bilateral Finance Institutions Climate Change Working Group (UNEP BFI CCWG), maps the public financial flows for climate change mitigation and adaptation to developing countries in 2010. It focuses on the commitments of four primary bilateral finance institutions (BFIs): Agence Française de Développement (AFD), European Investment Bank (EIB), Japan International Cooperation Agency (JICA), and KfW Entwicklungsbank.

• In 2010, the four BFI members of the UNEP BFI CCWG committed just over 15.5 billion USD to developing countries for climate change, which represents a 22% increase compared to 2009.
• Climate finance was heavily skewed toward mitigation, which received approximately 80% of the funds, while adaptation received the remaining 20%. Adaptation spending saw a net decrease of 28% from 2009 to 2010, a decline attributed largely to the application of a more rigorous definition of 'adaptation project' within the water supply and treatment sector.
• Asia was the primary recipient of BFI climate finance in 2010, receiving just under half of the total funding, although this followed a trend of decreased financing to the region between 2008 and 2009.
