Production Gap Report 2025

The Production Gap Report 2025 finds that governments are planning more fossil fuel production than in 2023, with projected 2030 levels exceeding 1.5°C-consistent pathways by over 120%. While some countries are advancing clean energy transitions, 17 of 20 profiled major producers still plan to increase the production of at least one fossil fuel by 2030, undermining global climate commitments.

• Planned production levels for coal and gas have risen since the 2023 report, with coal production for 2030 estimated to be 7% higher and gas production 5% higher. Oil production plans continue to increase toward 2050.
• The failure to curb production in the early 2020s means future reductions must be steeper, more expensive, and harder to achieve due to the lock-in of fossil fuel infrastructure.
• Of the 20 major producer countries profiled, 17 still plan to increase the production of at least one fossil fuel by 2030, and 13 plan significant increases in gas production.
• Many governments continue to provide high levels of financial support for fossil fuels through infrastructure investment, subsidies for state-owned enterprises, tax incentives, and opening new exploration areas, despite international agreements to phase out inefficient subsidies.
• Some positive progress is noted, with six of the 20 profiled countries now developing production scenarios aligned with net zero targets, and specific nations like China, Brazil, Colombia, and Germany advancing clean energy or transition roadmaps.
