CLIMATE FINANCE IN THE PACIFIC: AN OVERVIEW OF FLOWS TO THE REGION

This research paper appendix provides a detailed overview of climate finance flows to Tonga, focusing on allocations between 2010 and 2014, as well as specific multilateral fund activities through September 2016.

• Between 2010 and 2014, Tonga received US$67.4 million in grant or grant-equivalent finance specifically targeting climate change objectives. Of this amount, the majority (59.7% or US$40.2 million) supported mitigation, 39.9% (US$26.9 million) supported adaptation, and 0.4% (US$0.3 million) targeted both.
• In the 2010–2014 period, an additional US$74.6 million in Official Development Assistance (ODA) was reported as having co-benefits for climate change, meaning climate change was tagged as a "significant" policy objective despite other primary targets.
• The primary sources of climate finance for Tonga were Japan and the Climate Investment Funds (CIFs), followed by New Zealand and Australia. Japan's funding focused on renewable energy, including solar, while the CIFs supported "environmental policy".
• Between January 2015 and September 2016, Tonga was allocated US$2.64 million from the Global Environment Facility specifically for a renewable energy project.
