CLIMATE FINANCE IN THE PACIFIC: AN OVERVIEW OF FLOWS TO THE REGION

Between 2010 and 2014, Tonga received US$67.4 million in grant-equivalent finance specifically targeting climate change, with a majority (59.7%) supporting mitigation. The primary contributors were Japan and the Climate Investment Funds (CIFs), with significant funding directed toward renewable energy and environmental policy. Additionally, Tonga was allocated US$2.64 million from the Global Environment Facility for a renewable energy project between January 2015 and September 2016.

• From 2010 to 2014, Tonga was allocated US$67.4 million in grant or grant-equivalent finance for activities primarily targeting climate change. An additional US$74.6 million in ODA for other objectives was reported as having climate change co-benefits.
• Of the US$67.4 million specifically for climate change objectives (2010–2014), 59.7% (US$40.2 million) was dedicated to mitigation, 39.9% (US$26.9 million) to adaptation, and 0.4% (US$0.3 million) to both.
• Japan and the Climate Investment Funds (CIFs) were the largest single sources of climate finance for Tonga, followed by New Zealand and Australia. Japan's funding focused on renewable energy, including solar, while CIFs supported environmental policy.
• Between January 2015 and September 2016, the Global Environment Facility allocated US$2.64 million to Tonga for a renewable energy project.
