COUNTY ENERGY PLANNING IN KENYA: LOCAL PARTICIPATION & SOLUTIONS IN MIGORI COUNTY

This document consists of two appendices from a report on energy planning in Migori County, Kenya. Appendix A is a comprehensive survey questionnaire designed to collect data on household characteristics, energy sources, electricity usage, cooking habits, health impacts, and community participation. Appendix B outlines potential avenues for citizen participation in energy planning, categorizing activities and previous experiences for women's groups, youth groups, community leaders, and administration.

• The survey instrument for Migori County collects detailed data on household energy sources, including grid electricity, kerosene, candles, dry cell and car batteries, LPG, solar PV home systems, electric generators, firewood, animal dung, crop residue, charcoal, and coal.
• The survey investigates barriers to grid electricity access, specifically asking if the lack of connection is due to unavailability in the area, inability to pay connection fees, inability to pay for house wiring, inability to afford monthly payments, or inability to afford electrical equipment.
• The questionnaire assesses the reliability of electricity by recording the frequency and duration of power failures and light dimming during both the dry and rainy seasons.
• The survey tracks the gender and age-based labor involved in collecting biomass, specifically measuring the hours per week spent by adult males, adult females, and children in collecting firewood, agriculture residue, and animal dung.
• The document identifies specific health indicators related to energy use, asking respondents about the frequency of eye diseases with irritation and illnesses involving coughs among household members.
• Potential avenues for citizen participation in energy planning include women's groups focusing on resource mobilization and awareness, youth groups promoting social audits and afforestation, and community leaders influencing decisions through the County Integrated Development Plan.
• Previous community-led successes in the region include the Bukoba Dam project, the construction of the Mumbo bridge in Suna Central, and the reforestation of the Migori river and Nyasare forest.
