York Green Neighbourhood Challenge

The York Green Neighbourhood Challenge was a community engagement project conducted from May 2009 to September 2010 in the City of York. Funded by the Without Walls Partnership Local Area Agreement (LAA) Delivery Fund, the initiative aimed to reduce household carbon emissions, raise awareness of low-carbon lifestyles, and foster community cohesion using a targeted social marketing approach.

• The project achieved a statistically significant reduction in the carbon footprint of its participants, with an estimated total emission reduction of 98 tonnes of CO2e per year. The 49 participants who completed the challenge saw an average reduction of 2.0 tonnes of CO2e per year, representing a total reduction of 11.3 per cent.
• Reductions in carbon emissions varied by lifestyle category; the largest decreases occurred in shopping and housing (heating and powering the home), both seeing average reductions of over 20 per cent. Food showed the smallest reduction at 4.6 per cent, and changes in transport impact were not statistically significant.
• The average carbon footprint for a resident of York was calculated at 16.73 tonnes of CO2e per year, which is higher than the average UK resident's footprint of 16.24 tonnes of CO2e.
• The project identified a 'value action gap' in certain neighbourhoods, where residents held strong pro-environmental attitudes but maintained high carbon footprints, suggesting these areas were more likely to engage in pro-environmental actions if targeted.
• Recruitment through doorstep campaigns had a low final participation rate, with only 10.8 per cent of the 500 targeted households returning a completed questionnaire. In contrast, recruiting from existing communities (two primary schools and one church) added 42 participants to the project.
• The cost of the project's carbon reduction was calculated at £472.57 per tonne of CO2e, though this figure excludes non-monetary benefits such as increased community spirit and general public awareness.
• Participant feedback indicated that while 80 per cent felt they benefited from the challenge, there were significant areas for improvement, specifically regarding the need for more transparent methodology on carbon footprint calculations and better communication between the management team and the groups.
• The project utilized a three-phase approach: Phase I mapped CO2 emissions and attitudes by neighbourhood; Phase II targeted 'high potential' neighbourhoods (specifically South Bank Central and Holgate East) to form teams and implement action plans; and Phase III evaluated the results via follow-up surveys.
