Plan Director de la Cuenca del Río Tupiza

The 2021 Plan Director de la Cuenca del Río Tupiza (PDCRT) updates the 2018 plan to integrate climate change projections, sustainable sanitation, and robust decision-making tools. The plan identifies critical vulnerabilities in water access, irrigation, and mining impacts, proposing eight strategic lines of action with a total estimated investment of BOB 160,472,859 over a five-year horizon. Key findings include a projected reduction in annual river flow of up to 38% by 2050 under RCP 8.5 and significant gaps in sanitation, where 58% of inhabitants in 20 of the 24 studied communities practice open defecation.

• Climate projections for the 2022-2050 horizon under the RCP 8.5 scenario indicate a significant reduction in water availability. The CMCC-CM model projects a 35% reduction in average annual flow, while the IPSL-CM5A-LR model projects a 38% reduction.
• There is a severe deficit in sanitation services across the basin; in 20 out of 24 evaluated communities, an average of 58% of the population practices open defecation.
• Water availability for irrigation is insufficient to cover the total irrigable area of approximately 17,397 hectares, with current sources only supporting an optimal irrigated area of 4,685 hectares, or 27% of the total.
• Mining activities have a widespread environmental footprint in the basin, with 54 identified mines or mining sites and 684 Mining Environmental Liabilities (PAM). Special Transitional Authorizations (ATEs) cover approximately 841 km², representing 36% of the basin's area.
• The basin's environmental functions are degraded, particularly in the Cabecera del río Salo, río Tatasi, and Palala-Tambillo micro-basins, characterized by loss of native vegetation, bofedales degradation, and soil erosion.
• The PDCRT defines eight strategic lines of action for a five-year implementation period, requiring a total investment of BOB 160,472,859. The highest investments are allocated to safe water and sanitation (BOB 64,107,226) and sustainable production/irrigation (BOB 65,396,486).
