Ülevaade erakondade keskkonnaalastest lubadustest valimisplatvormides kohalike omavalitsuste volikogude valimistel 2021. aastal

This report analyzes the environmental promises made by political parties in their election platforms for the 2021 Estonian local government council elections. It focuses on national platforms as well as specific programs for Tallinn and Tartu, comparing them to the 2017 elections and assessing their alignment with the UN Sustainable Development Goals (SDGs) and the European Green Capital (EGC) criteria.

• Environmental promises in the 2021 national platforms were significantly more comprehensive and detailed than in 2017, with a shift in focus toward climate, energy, transport, and mobility. New key themes emerged, including climate neutrality, climate plans, circular economy, and biodiversity.
• In Tallinn, transport and mobility were the dominant themes. Most parties promised a continuous bicycle path network and the expansion of the tram network. However, contradictions were noted where some parties proposed measures that increase car traffic, such as increasing speed limits to 70 km/h on certain roads or reducing parking fees, which conflicts with goals to reduce traffic load.
• In Tartu, the most frequent promises concerned parks, light traffic, and public transport. A major point of contention was the location of the Tartu City Center Culture Center (SÜKU), with some parties supporting its placement in the Central Park and others opposing it to protect green space.
• The Estonian Greens (EER) provided the most comprehensive environmental programs across national, Tallinn, and Tartu platforms, particularly regarding biodiversity, organic food, and climate goals. Eesti 200 also featured strong programs, notably promising to make Estonian cities waste-free by 2035.
• The report identifies several contradictions in party promises. For example, the Center Party (KE) promised state aid for light traffic paths, which is outside the jurisdiction of local governments. Additionally, the Conservative People's Party (EKRE) expressed opposition to the 'Green Deal' while simultaneously making some promises that support green transitions.
• When compared to UN Sustainable Development Goals (SDGs), the Estonian Greens' national platform was the most supportive, followed by the Center Party and Eesti 200. The Reform Party and EKRE provided the least support to these goals in their national platforms.
