HERON project national workshop: Enhancing energy efficiency scenarios in Estonia

- Regarding the transport sector, experts suggested that EU 2030 goals could be met by integrating different transport modes (bus, tram, rail, and cycling) and granting local governments more responsibility and power to invest in public transport and cycling infrastructure, though they emphasized that the national government should lead these efforts.
