HERON project national workshop: Enhancing energy efficiency scenarios in Estonia

This report summarizes a national workshop held on March 23, 2017, in Tallinn, Estonia, as part of the HERON project. The event brought together 14 experts to discuss energy efficiency and greenhouse gas (GHG) reduction scenarios for the buildings and transport sectors in Estonia leading up to 2030.

• The HERON project's energy efficiency (EE) scenario for the buildings sector proposes a 40% increase in the total floor area of single-family buildings and a 58% increase for multi-family buildings by 2030. Additionally, it targets a 2.5-fold decrease in electricity usage for lighting (to 161.6 kWh/dwelling per year) and a 1.3% annual decrease in electricity spent on household appliances (to 765.7 kWh/dwelling per year) by 2030.
• The transport sector's EE scenario includes increasing the share of hybrid petrol and plugin hybrid vehicles to 2.5 times the business-as-usual (BAU) level, and increasing the share of hybrid and electric trucks two-fold by 2030. Other measures include a modal shift to rail (increasing share from 3% to 5%), a distance-based HGV charging system to reduce ton-km by 3% from 2020 onwards, and various urban planning and mobility management strategies to reduce car use.
• Expert panelists concluded that the HERON project's proposed renovation rates for residential housing are overly demanding. They estimated that Estonia would more realistically achieve 20-30% of the proposed renovation rate by 2030, citing a lack of skilled engineering companies and insufficient government financial support for housing societies.
• Regarding the transport sector, experts suggested that EU 2030 goals could be met by integrating different transport modes (bus, tram, rail, and cycling) and granting local governments more responsibility and power to invest in public transport and cycling infrastructure, though they emphasized that the national government should lead these efforts.
