REGIONAL EXPERIENCE SHARING WORKSHOP ON THE IMPLEMENTATION OF NATIONALLY DETERMINED CONTRIBUTIONS AND MONITORING, REPORTING AND VERIFICATION (MRV) TRAINING FOR THE WASTE SECTOR 17-21 FEBRUARY 2O2O, ABIDJAN, COTE D’IVOIRE

This report documents a regional workshop and training session held in Abidjan, Côte d’Ivoire, from 17 to 21 February 2020. The event, organized by the Stockholm Environment Institute (SEI) and UNEP with support from the Government of Canada, focused on sharing experiences regarding the implementation of Nationally Determined Contributions (NDCs) in the waste sector and providing technical training on Measurement, Reporting and Verification (MRV) systems for experts from Côte d’Ivoire and Senegal.

• Côte d’Ivoire and Senegal have integrated the waste sector into their NDCs to reduce greenhouse gas (GHG) emissions by 2030, though both countries face policy gaps regarding biogas and compost development and lack established MRV systems for transparency. Côte d’Ivoire aims for a 28% total GHG reduction by 2030, with 2% coming from the waste sector, while Senegal targets a 13% total reduction, with the waste sector contributing 50% of that goal.
• Senegal has implemented a National Integrated Municipal Solid Waste Management Strategy based on five orientations: legal and financial reforms, development of a circular waste economy, improvement of solid waste management systems, participatory and inclusive management, and efficient governance of the waste sector.
• Côte d’Ivoire has developed National Biogas and Compost policies for 2020-2030 to promote a circular economy and reduce emissions. The Compost Policy focuses on six orientations, including strengthening regulatory frameworks and creating a value chain, while the National Biogas policy focuses on five orientations, including technical capacity and financing.
• Burkina Faso's National Biodigester Program (PNB-BF), operational since 2009, has achieved significant results by September 30, 2019, including the installation of 13,100 domestic biodigesters and one institutional biodigester of 40 m³ at MACO, and the validation of 44,000 certified emission reductions units by the UNFCCC.
• In Madagascar, a project in the city of Toliara focused on integrated municipal waste management, establishing a 5-hectare resource recovery centre. The project created over 100 jobs and developed six value chains: organic (compost), plastic (paving stones and bricks), green waste (briquettes), cardboard (bricks), scrap metal, and sandals.
• The ECOWAS Commission reports that while all 15 Member States have adhered to the Paris Agreement and anchored NDCs within their Ministries of Environment, there is a need for harmonized NDC review frameworks, emission calculation methodologies adapted to West Africa, and MRV manuals tailored to the local context.
• A three-day technical training session provided to national experts covered seven modules of MRV, including GHG inventories, project MRV, verification processes, landfill gas capture, and the role of MRV in carbon markets and climate finance.
