SNAP - SUPPORTING NATIONAL ACTION AND PLANNING ON SLCPs

This fact sheet describes Mexico's engagement with the Climate and Clean Air Coalition (CCAC) and the Supporting National Action and Planning on Short-Lived Climate Pollutants (SNAP) initiative. It details how Mexico integrated the mitigation of short-lived climate pollutants (SLCPs), specifically black carbon and methane, into its national climate strategies, legal frameworks, and Nationally Determined Contributions (NDCs).

• Mexico was the first country to include specific targets for black carbon in its Intended Nationally Determined Contribution (INDC) and explicitly incorporated SLCPs into its NDC strategy. The 2015 INDC committed the country to reducing black carbon emissions by 51% and greenhouse gases by 22% by 2030.
• Mexico established a legal and institutional framework for SLCPs through the 2012 General Law on Climate Change, which recognizes SLCPs as necessary for addressing climate change and air quality. This was followed by a 'Special Programme on Climate Change' launched in 2014. The National Institute of Ecology and Climate Change (INECC) serves as the focal point for the CCAC and coordinates activities across various ministries and sectors.
• The national planning process for SLCPs utilized the LEAP-IBC tool to compile 15 years of data from national emission inventories. This planning effort informed several policy instruments, including the Low Emissions Development Strategy (LEDS), UNFCCC National Communications, and the National Air Quality Strategy.
• Mexico is implementing sector-specific SLCP mitigation measures, including mandating EURO VI technology for all new buses in Mexico City by 2018. Other efforts include improving waste management and promoting clean cookstoves in coastal wetland communities to reduce open burning of agricultural waste, as well as developing public-private dialogues with the oil and gas sector to reduce methane and black carbon.
