Cascading Climate Risks

This report by the Stockholm Environment Institute argues that the European Union is unprepared for cascading climate risks—where hazards in remote locations create knock-on effects across borders and systems—and provides 21 strategic recommendations to build systemic resilience.

• The European Union is currently unprepared to manage cascading climate risks, which occur when climate hazards in remote areas create knock-on impacts that affect European societies and economies across borders and systems.
• There is an urgent need to improve the understanding, assessment, and management of cascading climate risks, as climate hazards are expected to accelerate within the next 10 to 15 years while current adaptation efforts remain insufficient.
• The report provides 21 strategic recommendations designed to help the EU and other stakeholders integrate the consideration of cascading climate risks into policies and processes, moving from individual understanding to systemic transformations.
