Adaptation Finance Madagascar

This research paper analyzes the distributional outcomes of a UN Adaptation Fund project in the Aloatra-Mangoro region of Madagascar, examining how informal patronage and political connectivity influenced the allocation of climate adaptation benefits.

• Analysis of 599 household surveys using a multi-level model indicates that households receiving project benefits possessed higher levels of political connectivity compared to those that did not participate. This result remained robust across three different measures of participation and was supported by qualitative data from interviews.
• The study concludes that the UN Adaptation Fund project likely failed to target the most vulnerable populations, instead disproportionately benefiting households already better positioned to adapt, which served to increase inequality within the targeted communities.
