Improving the co-production of climate services for agriculture: a case study from Nigeria

This policy brief examines a case study from Edem Ani, Enugu State, Nigeria, to test the SEI Tandem framework for co-designing climate services. The project highlighted a critical need for localized, actionable climate and soil information to assist farmers with planting and harvesting schedules. It emphasizes the importance of distinguishing between direct users (farmers) and those who implement measures (government, NGOs), and suggests that the Tandem framework be expanded to include questions on inter-governmental coordination and synergies between adaptation and mitigation.

• The project identified a significant gap in local climate information for farmers in Edem Ani, Enugu State, specifically regarding the timing of planting and harvesting. Farmers expressed a need for updated annual forecasts and better local data on the start and intensity of rains, noting that rainfall patterns are no longer certain.
• Stakeholders in Enugu State identified a wide range of climate-related challenges affecting agriculture and food security, including drought, windstorms, flooding, high temperatures, acid rain, erosion, and irregular rainfall. Vulnerability is perceived to be highest among men (due to land ownership constraints for women and youth), the elderly, and people living with disabilities.
