Responsible Transboundary Climate Risks: Nordic Trade and Food Security

The Nordic region faces increasing vulnerability to climate change impacts abroad due to a heavy reliance on global trade, yet national policies and business practices frequently overlook these transboundary climate risks (TCRs). The document identifies four primary challenges: diffuse risk ownership across jurisdictions and value chains, a lack of business preparedness, policy gaps, and siloed adaptation approaches. To address these, the brief suggests strengthening Nordic and international cooperation, improving risk assessments, and promoting public-private partnerships.

• The Nordic region is increasingly vulnerable to climate change impacts occurring outside its borders because of its heavy reliance on global trade, but these transboundary climate risks (TCRs) are often ignored in business practices and national policies.
• Four main challenges hinder the management of TCRs: the complexity of risk ownership across multiple sectors and jurisdictions, insufficient awareness and action from the private sector, gaps in national policy, and adaptation strategies that fail to integrate cross-cutting actions across different sectors.
• To mitigate global supply-chain risks and enhance resilience, the brief recommends improving risk assessments, strengthening cooperation at both the Nordic and international levels, and fostering public-private partnerships.
