Climate Change Adaptation and the Least Developed Countries Fund (LDCF): Qualitative Insights from Policy Implementation in the Asia Pacific

This research paper qualitatively examines the implementation of Least Developed Countries Fund (LDCF) projects in the Asia-Pacific region, identifying both contributions to adaptive capacity and systemic shortcomings in project management and impact.

• As of early 2016, the Least Developed Countries Fund (LDCF) had received 934.5 million USD in voluntary contributions from industrialized countries, which helped raise over four times that amount in co-financing and supported 213 adaptation projects in 51 least developed countries.
• LDCF projects in the Asia-Pacific region enhance community-based, institutional, and infrastructural adaptive capacity, but are hindered by a convoluted management structure, uncertainty, and a failure to fully address climate risks.
• The study concludes that LDCF activities generally promote marginal transformations rather than systematic or radical ones, suggesting that adaptation should be treated as a multidimensional process.
