Slow-onset climate hazards in Southeast Asia: Social protection and resilience

The report explores how social protection can support adaptation, disaster risk reduction, and resilience against slow-onset climate events—such as sea-level rise and biodiversity loss—while noting that climate change itself may threaten the viability of these social protection systems.

• Slow-onset events are defined by the UNFCCC as changes that develop incrementally over several years or recurring events that increase in frequency or intensity, including sea-level rise, desertification, and biodiversity loss.
• Social protection is a critical component of disaster recovery, climate action, and disaster risk reduction (DRR), primarily targeting the most vulnerable and poorest populations, although climate change and disasters may simultaneously undermine the viability of these mechanisms.
• There is a need for a coherent approach to understand the relationship between poverty, inequality, social protection, and compounding climate risks, as well as more research into which social protection mechanisms best address specific hazards across different time scales.
