Mainstreaming Climate Change Adaptation in National Policies, Strategies and Action Plans

The study examines the integration of climate change adaptation into water management in Lebanon, Jordan, and Egypt, highlighting that misconceptions about the timing and certainty of climate risks have led to a lack of mainstreaming in national water planning.

• The MENA region is projected to be among the most severely impacted by climate change regarding water sectors, facing reduced availability due to lower precipitation, increased agricultural demand from higher temperatures, and compromised system reliability due to increased variability.
• National water planning has largely ignored climate change and failed to mainstream adaptation because of a widespread, unfounded perception that climate change will only materialize in the distant future and that climate scenarios remain too uncertain.
• Even where climate adaptation is included in water strategies or plans, there is frequently a failure to enforce regulations or implement measures.
