Pursuing the link between development and climate change adaptation: the case of rice production in Mozambique

This case study examines rice production in Mozambique to demonstrate how climate change adaptation can be integrated into development policies. It highlights the role of National Adaptation Programmes of Action (NAPA) and suggests a Sustainable Development Policies and Measures (SD-PAM) mechanism to identify and finance adaptation through development activities.

• The case study suggests that adaptation and development interact more effectively when policies are designed to integrate various needs. Existing processes, such as the National Adaptation Programmes of Action (NAPA), can assist in mainstreaming adaptation into development policies while maintaining separate objectives.
• Synergies between development and adaptation can be used to implement adaptation measures and increase adaptive capacity. A Sustainable Development Policies and Measures (SD-PAM) mechanism, similar to those used for mitigation, can be employed to monitor, finance, and identify adaptation via development activities.
• Adaptation can be integrated into legal frameworks, resource management, institutional arrangements, and development interventions. This integration supports sustainable development by allowing for a systemic consideration of interventions and assumptions within development policies.
