Pursuing the link between development and climate change adaptation: the case of rice production in Mozambique

The study explores the synergy between development policies and climate change adaptation in Mozambique's rice production sector, suggesting that integrating adaptation into development frameworks, institutional arrangements, and resource management can increase adaptive capacity.

• Adaptation and development interact more effectively when policies are designed to integrate diverse needs. The National Adaptation Programmes of Action (NAPA) serve as a tool to mainstream adaptation into development policies while maintaining distinct objectives.
• Synergies between development and adaptation can be enhanced to improve adaptive capacity. A Sustainable Development Policies and Measures (SD-PAM) mechanism can be utilized to identify, finance, and monitor adaptation via development activities.
• Adaptation can be integrated into development interventions, legal frameworks, resource management, and institutional arrangements. This integration supports sustainable development by allowing for a systemic review of assumptions and interventions within development policies.
