A Framework for Nordic Actor-Oriented Climate Adaptation Research

The document argues that a gap exists between climate adaptation research and action because traditional framing ignores agency and separates adaptation from mitigation. It proposes an actor-oriented approach to overcome five identified bottlenecks, applying modelling, visualization, and policy analysis to land-use change, energy transitions, and insurance and finance.

• A significant gap persists between climate adaptation research and actual implementation because researchers fail to show relevance to practitioners, or stakeholders rely on different information sources.
• In sectors including energy supply, water management, urban planning, nature conservation, forestry, and agriculture, adaptation is often studied independently of mitigation, which does not reflect the experience of practitioners.
• The NORD-STAR framework for actor-oriented adaptation research treats climate adaptation as a means to address both the direct impacts of climate change and the resulting consequences of climate policy.
