Long-term strategies in a changing climate

This research review examines the technical and political economy challenges of long-term mitigation and adaptation planning, focusing on the integration of climate resilience and low-emission goals within national and sector policies.

• The 2015 Paris Agreement established a temperature goal to limit warming to well below 2°C above pre-industrial levels, with efforts to limit it to 1.5°C, and required Parties to create long-term low greenhouse gas emission development strategies (LT-LEDS), which generally project to the year 2050. By early 2019, eleven Parties had submitted these strategies to the UNFCCC.
• There is a critical need to determine how to integrate adaptation goals into LT-LEDS to ensure they are climate resilient, and conversely, how to ensure long-term adaptation plans—which use national adaptation plans as their primary vehicle—align with emission reduction goals. This has led to questions regarding the creation of combined, synergistic long-term strategies that are both low carbon and climate resilient.
