Climate Finance for Adaptation in Africa

This research paper analyzes development finance targeting climate change adaptation in Africa from 2014 to 2018, finding that funding levels are insufficient, heavily skewed toward mitigation, and characterized by low disbursement rates.

• Between 2014 and 2018, finance targeting climate mitigation in Africa (US$30.6 billion) was nearly twice the amount provided for adaptation (US$16.5 billion), and these totals remain well below the required investment scale for the region.
• Adaptation finance in Africa is primarily delivered as loans (57%) rather than grants (42%), with 50% of the funding concentrated in two sectors: water supply and sanitation, and agriculture.
• The disbursement ratio for adaptation finance in Africa was 46% during the study period, which is significantly lower than the 96% disbursement ratio for total development finance in the region.
