Rising to a New Challenge

This research paper addresses the lack of focus on transboundary climate risk in adaptation planning, arguing that current research focuses too heavily on local and direct impacts. • The impact chain framework, while useful for its flexibility and systems-first focus, is limited when applied to transboundary climate risk due to its emphasis on linear cause-effect relationships and its inability to handle fragmented governance landscapes where risk ownership is unclear.
• To address the gap in adaptation research, the paper introduces a seven-step protocol based on complex risk management and risk ownership frameworks to help researchers identify, assess, and appraise transboundary climate risks and determine appropriate risk owners across different scales.
