A Regional Approach to National Development Priorities in Mozambique

This report examines the socio-economic challenges facing Mozambique, specifically focusing on the critical shortage of skilled labor and the constraints imposed by restrictive foreign labor regulations. It argues that Mozambique could accelerate its development by adopting a more liberal regional approach to skills transfer and professional migration, leveraging its position within the Southern African Development Community (SADC).

• Despite maintaining an average economic growth rate of 7% since 2008, Mozambique continues to struggle with severe poverty and inequality, with a United Nations-reported absolute poverty rate of 45%.
• Mozambique is among the ten most uncompetitive economies globally, ranking 138 out of 144 in the World Economic Forum's 2012-2013 Global Competitive Index. Key constraints to development identified by the African Development Bank include weak institutional capacity, lack of economic diversification, opaque regulatory processes, and deficient infrastructure.
• The country faces a critical domestic skills shortage, evidenced by the fact that only 40 out of every 100,000 people are enrolled in higher education. This is significantly lower than Botswana's rate of 596 per 100,000. Furthermore, 45% of university-educated Mozambicans live abroad, primarily in South Africa and Portugal.
• Current labor regulations restrict foreign employment with caps ranging from 5% for large firms to 10% for small firms across all industries. The report suggests that these restrictions may hinder growth by limiting technology transfer and professional learning opportunities, and recommends a more liberal policy to allow skilled professionals in priority industries to fill vacancies.
