Analysis of Current Developments in Global Carbon Markets

The research evaluates the vulnerability of CDM projects and the supply potential of Certified Emission Reductions (CERs) between 2013 and 2020. It finds a significant oversupply of CERs, with 4.6 billion potential units available, while only 4% originate from highly vulnerable project types. The analysis suggests that strict eligibility restrictions on CER supply are necessary to ensure that new demand supports genuine, additional emission abatement.

• The total supply potential for Certified Emission Reductions (CERs) between 2013 and 2020 is estimated at 4.6 billion units, which significantly exceeds current demand and issuance levels. Only 171 million CERs, or 4% of this potential, are derived from project types identified as having high vulnerability.
• In the Base Case scenario, up to 3.8 billion new CERs could enter the market at prices under €1 per unit. The report concludes that robust restrictions on which CERs from existing CDM projects are eligible are necessary for new demand to effectively support emission abatement that would not have otherwise occurred.
