Indicators for Sustainable Development under Article 6 of the Paris Agreement

This report by the NewClimate Institute examines methods to strengthen the role of sustainable development and safeguarding provisions within the design of mechanisms under Article 6 of the Paris Agreement, drawing on experiences from the Clean Development Mechanism (CDM), voluntary markets, and non-UNFCCC multilateral institutions.

• The report evaluates past and current market mechanisms, including the Clean Development Mechanism (CDM) and voluntary market actor approaches, as well as agreements on sustainable development in multilateral institutions outside the UNFCCC, to inform the negotiations for Article 6.
• To provide a framework for integrating sustainable development into Article 6, the report analyzes the Paris Agreement and draft texts from SBSTA 50 (June 2019) and CMA2 (December 2019), and develops three potential scenarios for incorporating sustainable development into the associated rules, modalities, and procedures.
• The report concludes with recommendations for anchoring sustainable development and safeguarding provisions in Article 6, which include specific proposed text amendments for UNFCCC negotiations and potential elements for a future work programme should operationalisation be deferred.
