Landscape for Mitigation and Finance in Georgia's Urban Mobility Sector

This report by the NewClimate Institute analyzes urban mobility mitigation options for Georgia, identifying 'low-hanging fruit' measures with high mitigation potential and low costs, while highlighting significant financial and administrative barriers facing municipalities, particularly smaller ones, in accessing international funding.

• There are numerous 'low-hanging fruit' urban mobility measures available for Georgian municipalities that possess high technological or political readiness, high mitigation potential, and neutral to low abatement costs for the government. These primarily involve policies for reducing transport demand and public transport, though they have not yet become standard practice nationwide.
• Certain high-impact options, such as the phasing out of fossil fuel vehicles and electrification regulations, are currently less ready for the Georgian context because of social and political barriers. Conversely, non-motorized transport and electrification are seeing growing readiness due to their ability to improve socio-economic welfare and economic productivity, despite having high abatement costs.
• While international finance sources with strategic interests in urban mobility exist, Georgian municipalities face significant barriers to accessing them. Large cities like Tbilisi and Batumi are generally successful, but smaller municipalities often fail to meet international donor investment criteria without national government support.
• The absence of a national transport coordinating entity in Georgia increases the burden on resource-constrained municipalities and leads to a deficiency in national strategies, investment plans, and policy signals. The report suggests that establishing a national coordinating entity, building institutional capacity for smaller municipalities, and creating a national fund could improve finance access.
