Greenhouse Gas Mitigation Scenarios for Major Emitting Countries 2017
Summary
The report by NewClimate Institute, PBL Netherlands Environmental Assessment Agency, and IIASA analyzes greenhouse gas emission projections for 25 major emitting countries and regions up to 2030. It assesses whether current policies are sufficient to meet their intended nationally determined contributions (INDCs) and nationally determined contributions (NDCs).
Key insights
- A majority of the 25 major emitting countries and regions analyzed are not currently on track to meet their self-set NDC targets, with 16 of the 25 failing to meet these goals under current policies.
- Specific countries and regions are identified as likely or roughly on track to achieve or overachieve their unconditional 2025/2030 targets using current policies: Brazil, China, Colombia, India, Japan, Mexico, the Russian Federation, Turkey, and the Ukraine.
- Sixteen countries and regions are identified as requiring additional measures to meet their 2025/2030 targets: Argentina, Australia, Canada, Chile, Democratic Republic of the Congo (DRC), Ethiopia, the EU, Indonesia, Kazakhstan, Morocco, Republic of Korea, Saudi Arabia, South Africa, Thailand, the Philippines, and the United States.
- Current policies are not preventing greenhouse gas emissions from increasing up to 2030 relative to 2010 levels in both developing countries (including China, India, and Saudi Arabia) and OECD countries (including Australia, Chile, Mexico, Republic of Korea, and Turkey).
- Emissions are projected to remain stable at current levels in Brazil, Canada, Colombia, the Russian Federation, and the Ukraine, while they are projected to decrease further in Japan and the EU under current policies.
