African Activists for Climate Justice : Réalisations Phares 2021 - 2023

This report details the key achievements of the African Activists for Climate Justice (AACJ) project between 2021 and 2023. Implemented by a consortium including Natural Justice, PACJA, Oxfam Novib, the African Youth Commission, and FEMNET/RECODEF, and funded by the Dutch Ministry of Foreign Affairs, the project aims to democratize climate change debate and promote inter- and intra-generational climate justice. The document highlights various activities in Senegal and West Africa, including legal empowerment training, judicial capacity building, community audits of industrial impacts, and the creation of youth and women-led climate movements.

• The African Activists for Climate Justice (AACJ) project is a five-year initiative funded by the Dutch Ministry of Foreign Affairs under the "Power Of Voice" program. It is implemented by a consortium consisting of Natural Justice (NJ), Panafrican Climate Justice Alliance (PACJA), Oxfam Novib, African Youth Commission (AYC), and African Women’s Development and communication Network (FEMNET/ RECODEF).
• Natural Justice conducted several legal and policy interventions in Senegal, including a three-day sharing workshop from May 19 to 21, 2023, regarding the draft environmental code with approximately twenty deputies and the Ministry of Environment, Sustainable Development and Ecological Transition. Additionally, from April 25 to 28, 2023, a four-day training on the "application of environmental law" was held for about forty judicial actors from Senegal, Burkina Faso, and Guinea.
• The project supported community-led legal actions and documentation of environmental harms in Senegal. In 2022, Natural Justice provided technical support to the community of Cayar and the "Taxawu Cayar" collective to sue the Touba Protéine Marine fishmeal and oil factory for violating the environmental code and the constitution through odors and wastewater discharge into Lake Mbawane. In Bargny, a community audit on the impacts of the Sendou coal-fired power plant was completed in December 2021.
• Legal empowerment sessions were conducted across five of Natural Justice's intervention zones, training a total of 705 participants, including 285 women, on environmental and land rights.
• PACJA-ASI focused on local capacity building and youth engagement in Senegal. This included training approximately 150 local elected officials in Nioro, Ziguinchor, Saint-Louis, Joal, Bargny, and Kédougou on Senegal's Nationally Determined Contribution (NDC) and climate justice. They also established climate change clubs in 22 localities, including Pikine, Foundiougne, Louga, Kaolack, Koungheul, and Kolda.
• Oxfam Senegal organized a caravan across six agroecological regions prior to COP27, involving 35 community movements and local civil society organizations. This initiative led to over 19 advocacy actions and reached more than 500 people, nearly half of whom were women. Oxfam also supported the "Elever la voix des femmes" (Raising Women's Voices) campaign in the Delta du Saloum through its partner Action pour la Justice Environnementale (AJE).
• The African Youth Commission (AYC) implemented youth-centric activities in Dakar and Fatick, including a climate justice football tournament on December 31, 2022 (80 participants), an eloquence contest for 50 children at SOS villages d’Enfants on March 25, 2022, and a Green Leaders Academy in Fatick on December 21, 2022, which trained 50 academicians.
• FEMNET/RECODEF launched the AACJ Academy in 2023 in Rufisque, training approximately 50 women from eight regional associations on feminism and innovative agricultural and livestock management. This was followed by awareness forums in various zones that reached nearly 1,000 women, advocating for gender-focused budget lines in local municipalities.
