Summary of the Central African Republic’s National Gender and Climate Change Strategy for 2023–2030
Summary
The Central African Republic's National Gender and Climate Change Strategy (NGCCS) 2023–2030 seeks to integrate gender equality and social inclusion (GESI) into all climate actions. The strategy is jointly led by the Ministry of the Environment and Sustainable Development (MEDD) and the Ministry of Gender Affairs and the Protection of Women, Families and Children (MPGPFFE). It identifies five strategic areas of focus: governance and finance, priority sector actions, capacity strengthening, awareness-raising, and the empowerment of women and vulnerable groups. Out of 112 total actions, 31 have been prioritized with an estimated cost of USD 575,000. These priority activities include establishing gender and climate focal points in ministries, creating a GESI and climate database, and promoting gender-sensitive budgeting in climate finance.
Key insights
- The NGCCS adopts a Gender Equality and Social Inclusion (GESI) approach, recognizing that climate vulnerabilities and adaptive capacities are influenced not only by gender but also by cumulative factors such as age, poverty level, ethnicity, disability, and religion.
- The strategy is organized around five strategic areas of focus: governance, coordination, and climate finance; specific actions for priority sectors; capacity strengthening and knowledge transfer; information, awareness-raising, and communication; and the empowerment and climate leadership of women and vulnerable groups.
- Of the 112 actions identified in the full strategy, 31 have been prioritized for implementation with a total estimated cost of USD 575,000.
- Priority actions include the creation of institutional mechanisms such as a multistakeholder network for GESI and climate change, the establishment of gender and climate focal points in every ministry, and the development of a gender-sensitive early warning system.
- The strategy emphasizes the need for data-driven policy through the creation of a gender-disaggregated database on climate change and a national assessment of barriers affecting access to natural resources for women, men, and vulnerable people.
- Implementation and monitoring are shared between the Ministry of the Environment and Sustainable Development (MEDD) and the Ministry of Gender Affairs and the Protection of Women, Families and Children (MPGPFFE), with internal monitoring occurring twice yearly and an external evaluation planned for the strategy's midway point to inform the 2026 National Adaptation Plan (NAP 2).
