Private Sector Engagement in National Adaptation Plan Development and Implementation in Vietnam
Summary
The report examines the vulnerability of Vietnam's private sector, particularly small and medium-sized enterprises (SMEs), to climate change and natural disasters. It identifies significant gaps in current policy frameworks, which often treat businesses as entities to be managed rather than partners. The document proposes specific mechanisms, such as public-private partnerships (PPPs), tax incentives, and improved disaster insurance, to mobilize private investment for the National Adaptation Plan (NAP) across sectors including agriculture, tourism, and infrastructure.
Key insights
- Vietnam is highly vulnerable to climate change, ranking sixth in the Climate Risk Index as of 2017 and the highest among ASEAN countries. Between 1998 and 2017, the country experienced approximately 220 natural disasters and extreme weather events, causing an annual average of 296 deaths and economic losses of about USD 2 billion.
- Climate change imposes a significant financial burden on Vietnam, costing between 2% and 6% of its GDP annually, with projections suggesting this could exceed 6.5% by 2050. Adaptation costs are expected to reach 3% to 5% of GDP per year by 2030.
- The Vietnamese private sector, particularly SMEs, is severely impacted by climate change, with some SMEs reporting damages reaching 70% to 80% of their total revenue. Despite this, many businesses lack preparedness; a 2011 study indicated that over 50% of surveyed businesses had no adaptation plan for emergencies.
- Existing national policies and international commitments ratified by Vietnam provide limited guidance on the role of the private sector in adaptation. Many documents prior to 2015 made no significant mention of businesses, and current laws often treat the private sector as an entity to be supervised or a source of fee collection rather than an investment partner.
- There is a significant gap in the accessibility and effectiveness of state support for disaster-affected businesses. While tax exemptions and preferential loans exist, 100% of enterprises in the report's survey had never received tax support due to cumbersome procedures and a lack of legal information reaching SMEs.
- Disaster insurance is underutilized among Vietnamese SMEs due to a lack of information (30%), limited financial capacity (24%), and the absence of mandatory rules (17%). Furthermore, insurance payouts are often delayed because they require official state declarations of emergency, which are frequently deficient at the local level.
- The draft National Adaptation Plan (NAP) for 2021–2030 proposes 150 projects across various sectors, but financial sources have not yet been identified. The report suggests that the private sector can be engaged through PPPs in sectors such as water resources, agriculture, and transportation.
- To attract private investment, the report recommends establishing a National Climate Fund to centralize resources, promoting green bonds, and incorporating climate risk assessments into the environmental impact assessment process within the Law on Environmental Protection.
