Colombia’s Progress in Developing a National Monitoring and Evaluation System for Climate Change Adaptation
Summary
Colombia is developing a National Monitoring and Evaluation (M&E) system for climate change adaptation to support its National Plan for Adaptation to Climate Change (PNACC). Initial efforts led to the creation of the National Indicator System for Adaptation to Climate Change (SNIACC), which identified 34 indicators across seven categories. However, the government is now redesigning the system to move beyond vulnerability tracking toward measuring the efficiency of adaptation actions, tracking NDC commitments, and integrating data across national and subnational levels.
Key insights
- Colombia's climate vulnerability is widespread, with specific regional projections including temperature increases of up to 2.6° C in the Eastern region, precipitation increases of up to 30 per cent in the Andean region, and rainfall decreases of up to 30 per cent in the Atlantic region.
- The National Plan for Adaptation to Climate Change (PNACC) was initiated following a La Niña event that flooded approximately 8 per cent of the country's most populated areas, affecting nearly 9 per cent of the population and causing estimated losses of USD 8 billion.
- Between 2015 and 2016, Colombia developed the National Indicator System for Adaptation to Climate Change (SNIACC), which selected 34 indicators from a pool of over 150. These indicators cover seven categories: biodiversity and ecosystem services, water resources, agricultural and food security, infrastructure, energy, human habitat, and health.
- Experience with the SNIACC revealed that national-level indicators often have scale limitations and may overlook local adaptation results, highlighting the need for standard metrics to aggregate information between national and subnational levels.
- The Colombian government is conceptually redesigning its M&E system to shift its objective toward measuring the efficiency of adaptation actions, following up on the National Climate Change Policy, and tracking Nationally Determined Contribution (NDC) commitments.
- To ensure statistical rigour and sustainable data collection, the government identifies academic, research, and statistics institutes as strategic partners for estimating long-term aggregate impacts.
