Albania: Integrating climate change adaptation into the medium-term budget

Albania implemented a pilot exercise to mainstream climate change adaptation into its 2018-2020 Medium-Term Budget Process, involving seven budget programs across four ministries. The process focused on identifying adaptation measures at various levels of government programming and improving the tracking of expenditures through the national financial system. The government intends to use this data for reporting to the UNFCCC and the European Union, with a long-term goal of potentially establishing a multi-sectoral government program on climate change if the mainstreaming process is deemed successful by international assessments.

• Albania conducted a pilot exercise to integrate climate adaptation into the Medium-Term Budget Process (MTBP) 2018-2020, targeting seven budget programs across the Ministries of Agriculture, Interior, Environment, and Urban Development.
• Climate adaptation was integrated into specific government programs at various levels, including policy statements, annual objectives, projects, outputs, and activities for drainage and irrigation, water management, agricultural advisory, rural development, civil emergencies, urban planning, and environmental protection.
• The Ministry of Finance plans to upgrade the government financial system to a new Financial Management Information System (AFMIS) over three years to improve the tracking and reporting of climate adaptation expenditures.
• The government expects to use data from the pilot for reporting to the UNFCCC in 2020 and to the European Union regarding Instrument for Pre-Accession Assistance (IPA) funds, where approximately 20 per cent of funds are expected to be used for climate adaptation.
