This report documents the proceedings of the fourth African Commandants' Conference (ACoC), held from November 1-3, 2010, in Jinja, Uganda. The conference focused on developing a joint continental force to improve effectiveness in multinational environments by enhancing military education, training, and coordination among African staff colleges to support the African Standby Force (ASF) and Peace Support Operations (PSOs).

• Police components in peace operations, specifically Formed Police Units (FPUs), provide professional and mobile responses for public order and the protection of UN personnel and facilities. FPUs are often more accepted in IDP and refugee camps than heavily armed military forces.

• The African Union Mission in Somalia (AMISOM), established in 2007, faces operational challenges including insufficient troop numbers, lack of equipment, and the threat of Al-Qaeda-linked groups like Al-Shabaab and Hizbul Islam.
• The conference participants proposed the establishment of a pan-African staff college, a concept that has been discussed since the first ACoC in 2008 and was further developed by the Libyan Command and Staff College.
