Peace & Security Council Report

The March 2015 Peace & Security Council (PSC) Report details the African Union's efforts to address security crises in Mali, the Lake Chad Basin, the Democratic Republic of Congo, and Somalia, emphasizing the need for coordinated action between African and international partners.

• The Peace and Security Council (PSC) and the European Union Political and Security Committee (EU-PSC) conducted their first joint field mission to Mali from 11–13 February 2015. The mission aimed to align engagement strategies and support the Algiers peace talks to resolve security issues in northern Mali, though the delegation was unable to leave the airport in Gao due to rising violence.
• On 3 March 2015, the PSC adopted the Concept of Operations (CONOPS) for the Multinational Joint Task Force (MNJTF) to combat Boko Haram in north-eastern Nigeria and border regions. The force size was increased from 7,500 to 8,700 personnel, with Nigeria contributing 3,250 and Chad contributing 3,000. Funding remains a critical challenge, with the AU seeking a UN trust fund and planning a donors' conference for mid-March 2015.
• The government of the Democratic Republic of Congo (DRC) launched an attack against the Democratic Forces for the Liberation of Rwanda (FDLR) on 24 February 2015, without United Nations support. This followed a rift between the DRC and the UN over the UN's request to replace two generals, Bruno Mandevu and Fall Sikabwe, due to allegations of human rights abuses.
• Somalia is pursuing 'Vision 2016', which includes a constitutional referendum and general national elections in mid-2016. However, progress is hindered by political instability, including the appointment of three prime ministers in just over a year, and ongoing attacks by al-Shabaab, which remains the primary security threat.
• Somalia faces a potential socio-economic crisis due to the closure of accounts for Somali money transfer operators by Western banks, including Merchants Bank in the US, Barclays Bank in the UK, and Westpac Bank in Australia. This threatens remittances estimated at over US$1.3 billion annually, which account for 25–45% of Somalia's GDP.
• Former Burundian president Pierre Buyoya, the AU High Representative for Mali and the Sahel, describes the Algiers agreement initialled on 1 March as a positive compromise for resolving crises in northern Mali. He notes that unlike previous agreements since 1991, this one features strong international involvement in negotiation and monitoring.
