Peace and Security Council Report

The June 2013 Peace and Security Council (PSC) Report by the Institute for Security Studies provides detailed analysis of security crises in Somalia and Mali, evaluates the outcomes of the May 2013 AU Summit, and identifies early warning issues across Africa.

• In Somalia, Al-Shabaab has shifted its strategy from direct military engagement to guerrilla-style tactics, including the use of IEDs, suicide bombings, and targeted attacks on state symbols. • In Mali, the transition to the UN Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA) is planned for 1 July 2013, absorbing the African-led International Support Mission in Mali (AFISMA). The AU and ECOWAS expressed concern that they were not adequately consulted during the drafting of the UN resolution authorising this change.
• Mali faces significant risks regarding its presidential elections scheduled for 28 July and 11 August 2013. Concerns include the absence of government control in the Kidal region, unresolved voters' rolls, and the potential for the polls to be perceived as illegitimate by the population despite international support.
• The AU Summit in May 2013 resulted in the decision to establish an African Capacity for Immediate Responses to Crises as a transitional arrangement to address the slow deployment capabilities of the African Standby Force (ASF).
• The AU Assembly expressed support for Kenya's request to have the International Criminal Court (ICC) withdraw indictments against President Uhuru Kenyatta and Deputy William Ruto, suggesting the cases be referred to the East African Court to avoid complicating national reconciliation.
• The AU is seeking to reduce its dependency on external funding, with the May 2013 Summit noting that African financial contributions would amount to approximately 55% of the total AU funding due to reductions from non-African partners.
