PSC Report

The August 2011 PSC Report by the Institute for Security Studies provides an analysis of early warning issues for the African Union Peace and Security Council, focusing heavily on the security challenges facing the newly independent Republic of South Sudan and the ongoing civil war in Libya. • The Republic of South Sudan, which became Africa's 55th state on 9 July 2011, faces significant internal security threats including the proliferation of armed rebel groups, an unfinished Demobilisation, Disarmament and Reintegration (DDR) process, and the need to transform the Sudan People’s Liberation Army (SPLA) into a professional national army.
• External security threats to South Sudan stem from unresolved Comprehensive Peace Agreement (CPA) issues with North Sudan, specifically the status of the transitional territories of Blue Nile, South Kordofan, and Abyei, as well as the demarcation of the North-South border.
• In response to the conflict in Abyei, an agreement signed on 20 June 2011 provides for the withdrawal of military forces and the deployment of the United Nations Interim Security Force for Abyei (UNISFA), consisting of 4,200 Ethiopian troops.
• The separation of South Sudan resulted in significant losses for Sudan, including approximately 75% of its oil, 80% of its forests, 25% of its area, and 20% of its population.
• The Libyan conflict is characterized by a stalemate where the National Transitional Council (NTC) and rebel forces have made advances in western Libya and near Tripoli, while the regime of Muammar Gaddafi continues to use elite forces to command popular militias.
• The African Union's role in Libya has been marginalized by other international actors, and the AU faces internal divisions regarding whether Muammar Gaddafi must relinquish power for a political solution to be viable.
• At the 17th Ordinary Session of the AU Assembly in Malabo, the Union expressed concern over its dire financial situation caused by Member States' delays in paying contributions and the difficulty of accessing partner funds.
• The AU Assembly criticized the International Criminal Court's (ICC) arrest warrant for Muammar Gaddafi as 'un-strategic' and decided not to cooperate with the Court in executing the warrant.
• African states are working toward a common position on the UN Arms Trade Treaty (ATT), with the AU scheduling a meeting in Togo in late-September 2011 to draft this position ahead of 2012 negotiations.
• Regarding the scope of the Arms Trade Treaty, most African states support the inclusion of small arms and light weapons, though Ethiopia and Egypt have expressed opposition.
