HIV and AIDS AND THE AFRICAN MILITARY: TOWARDS A COMMON AND COMPREHENSIVE APPROACH CONFERENCE JINJA – UGANDA 11 – 13 MARCH 2009

This document outlines the recommendations from a conference held in Jinja, Uganda, from 11 to 13 March 2009, focused on developing a Common and Comprehensive African Approach to HIV and AIDS (CCAAHM) within African militaries. The conference, attended by delegates from numerous African nations and NGOs, sought to address policy dilemmas regarding recruitment, combat readiness, and the management of HIV-positive personnel in the context of peacekeeping and national security.

• The conference identified a need for a Common and Comprehensive African Approach to HIV and AIDS (CCAAHM) in the military to address specific operational and human rights challenges. These include managing recruitment within a human rights culture, determining the status of soldiers who become HIV positive during service (such as forced re-mustering to administrative duties), and managing the budgetary impact of having up to 20% or more of soldiers classified as non-effective.
• African militaries face significant policy dilemmas and a reduction in combat readiness because most exclude recruits based on health factors, including HIV and AIDS.
• The participants recommended several strategic actions to manage the pandemic, including the adoption of a common AU policy on HIV control and prevention, the creation of an African Network on HIV and AIDS in the military, and the use of second-generation HIV surveillance to improve data for decision-making.
• There is a noted lack of consistency in how African countries follow international and continental guidelines regarding HIV testing before, during, and after peacekeeping deployments.
