Cimeira Maputo/UA: Urgência de novos ventos impõe novo realismo

In the decade following the end of apartheid in 1994, the OAU's effectiveness declined into rhetoric due to a lack of financial resources and binding instruments for member states.
• The reform process, guided by the OAU Charter Review Committee, sought to increase efficiency and integrate political activities with economic and development issues as outlined in the Abuja Treaty, specifically to accelerate the establishment of the African Economic Community.
