• The transformation and modernization of the Defence and Security Forces are to be monitored and evaluated by the African Union, in coordination with the United Nations and other international forums, with the Regional Initiative serving as the guarantor. This process is subject to a national dialogue involving the people of Burundi to align the forces with a national agenda focused on democracy, peace, justice, reconciliation, security, stability, development, and prosperity. Additionally, the Palipehutu-FNL is required to provide human resources at all levels of this reform process.
• The Disarmament, Demobilisation and Reintegration (DDR) process involves transporting combatants from assembly areas to Demobilisation Centres, where they can choose between demobilisation or integration into the defence and security forces. The Joint Verification Monitoring Mechanism (JVMM) is responsible for supervising this implementation alongside the Executive Secretariat of the National Commission for Demobilisation, Reinsertion and Reintegration (ES/NCDRR) and partners such as UNICEF, who will specifically support the demobilisation of children associated with combatants.
• The JVMM is tasked with creating mechanisms to determine integration criteria, force strength, rank harmonisation, post allocation, and career paths, a process monitored by the African Union and United Nations. To ensure accountability to the Burundian government and its citizens, bridging training will be implemented to standardise skills, techniques, procedures, regulations, and ethics.
