Migration in Southern Africa. Migration Management Initiatives for SADC Member States

This research paper examines international migration patterns in southern Africa, focusing on the challenges of data collection and the implementation of the Southern African Development Community (SADC) Draft Protocol on Facilitation of Movement of Persons. It analyzes the typology of voluntary and forced migration, the prevalence of xenophobia in destination countries, and the need for harmonized legislation to achieve regional integration.

• There is a significant lack of reliable and standardized migration data across SADC member states. Many countries fail to analyze administrative records, use outdated entry forms, and lack data on emigration, clandestine migration, and internally displaced persons (IDPs).

The 2005 protocol, signed by the minimum required number of states, outlines a four-phase implementation: entry, residence, establishment, and border controls.
• The Migration Dialogue in Southern Africa (MIDSA), established in November 2000, aims to enhance information sharing and technical cooperation among SADC member states regarding migration management, labour migration, irregular movements, and the link between migration and development.
