The Burundi peace process: From civil war to conditional peace

This research paper examines the role of peacekeeping missions in the Burundi peace process, specifically their function in ensuring the implementation of conflict agreements and the demobilisation of rebel forces.

• The Burundi peace process involved a sequence of peacekeeping missions, starting with the South African Protection Force, which was subsequently replaced by an African Union (AU) mission and then a United Nations (UN) mission. Due to the incomplete peace process and the return of the PALIPEHUTU-FNL, the UN Security Council authorized the redeployment of an AU mission to manage the demobilisation of these rebel forces by December 2008.
• The peace process technically concluded in April 2009. On 18 April 2009, PALIPEHUTU-FNL leader Agathon Rwasa surrendered his weapon and uniform to mark the start of demobilisation. Following confirmation by the Joint Verification and Monitoring Mechanism on 22 April that the FNL had surrendered its weapons, the FNL was registered as a political party.
