Peace and Security Council Report No 34

Peace and Security Council Report No 34 provides analysis on three distinct security crises: the political and military instability in Mali, the escalating border and oil revenue conflicts between Sudan and South Sudan, and the cross-border threats posed by the Lord’s Resistance Army (LRA) across Central Africa.

• Mali has transitioned from being seen as a promising democracy to experiencing a coup against its elected government, alongside security and political crises driven by conflict between military and political elites in Bamako and an armed rebellion in the north.
• Relations between Sudan and South Sudan have deteriorated since South Sudan's independence, resulting in armed clashes in the border regions of Blue Nile and South Kordofan, covert support for rebels, and fighting over oil revenues involving aerial bombings and the seizure of territory.
• The Lord’s Resistance Army (LRA), led by Joseph Kony, continues to threaten civilian security and peace processes in the Central African Republic, the Democratic Republic of Congo, and South Sudan through its ability to conduct cross-border operations.
