SIERRA LEONE: A country review of crime and criminal justice, 2008

This foreword introduces a country review of crime and criminal justice in Sierra Leone, produced as part of the second phase of the African Human Security Initiative (AHSI). • The African Human Security Initiative (AHSI) was established by seven African non-governmental research organisations—including the Institute for Security Studies and the West Africa Network for Peace building—to monitor the performance of African leaders regarding human security issues discussed at OAU and AU summits.
• The second phase of the AHSI project focuses on the criminal justice systems of five specific countries: Benin, Mali, Sierra Leone, Tanzania, and Zambia, intended to complement the formal NEPAD/APRM process.
• Criminal justice systems in Africa are characterized as working slowly and being hindered by bureaucratic procedures, which the document claims has deterred development and prevented Africans from reaching their full developmental potential.
