The Lagos Plan of Action and Structural Adjustment

This report by the Institute for Security Studies examines the historical shift in African development strategies from the state-led goals of the 1980 Lagos Plan of Action to the market-driven Structural Adjustment Programmes (SAPs) imposed by the World Bank and IMF. It analyzes how these competing frameworks, alongside Cold War proxy conflicts and debt crises, contributed to a period of economic decline and decreased per capita income between 1980 and 1994.

• The 1980 Lagos Plan of Action was a pan-Africanist attempt to create a self-reliant regional economy and an African Economic Community to reduce dependence on the global economic system. However, it failed because African governments did not integrate it into national frameworks, it lacked monitoring mechanisms, and Regional Economic Communities (RECs) lacked the authority to enforce compliance.
• In response to Africa's debt crises in the early 1980s, the World Bank and IMF implemented Structural Adjustment Programmes (SAPs) based on the 'Washington Consensus'. These programmes required highly indebted poor countries to privatize economies, liberalize trade, and reduce government spending on health and education to prioritize debt repayment.
