Uganda Background

This research paper provides a background overview of Uganda, detailing its political structure, geography, natural resources, and the evolution of its national development planning frameworks, specifically focusing on the goals of Vision 2040 and the Third National Development Plan (NDPIII).

• Uganda's long-term development strategy, Vision 2040, aims to transition the country from a peasant society to a modern, prosperous one, targeting upper-middle-income status by 2040 with a GDP per capita of US$9,500.
• The Third National Development Plan (NDPIII), covering 2020/21–2024/25, focuses on resource-led industrialisation to increase household incomes and improve quality of life, specifically targeting value addition in minerals, tourism, and agriculture.
• Uganda is developing oil reserves discovered in 2006 on Lake Albert through a US$10-billion agreement involving TotalEnergies and the China National Offshore Oil Corporation, which includes the 1,400 km East African Crude Oil Pipeline (EACOP) to Tanga port in Tanzania; however, the European Union Parliament called for a halt to these activities in 2022 due to environmental concerns.

• External shocks, specifically the invasion of Ukraine, have led to increased costs for fertiliser and food, contributing to a projected real GDP growth of 4.4%, which is lower than the 4.7% recovery path seen in 2022.
